The previous anniversary villains, the Time Jackers, preyed on and used humans in order to create the Another Riders, just like how the Deadmans target humans to create their own monsters.The Deadmans meanwhile have a clear hierarchy and create their monsters from humans. The Megid were very loosely organized, led by a group of three and summoned their monsters from books until a point where they were able to turn humans into monsters.
